My take on this and what I do in practice -- every time I replace a turbo drain tube, it has been to the machine shop to flatten the surface that connects to the turbo. For some reason, they have all been bowed, and even with a gasket between the two, it will leak as you described.
So, though it is a PITA to get that tube out ( and get it back in ), you might want to make sure it's flat before the gasket gets installed.
The distributor seal fix is indeed a fix. Just did it on a NA to turbo conversion, and it solved the problem of distributor shaft leaking oil.
