Retarded timing would probably result in sluggish performance, but advanced timing would -in a traditional system not be too obvious until the engine warmed up because cold engine will take more engine advance than a warm engine.
That being said there is likely, some type of engine knock sensor in this system which should compensate for pre-detonation due to incorrectly advanced timing, at least to an extent.
So I think the answer to your question is, maybe yes, but it depends on how advanced the timing is. If you have a number of issues such as carbon build up, advanced timing, cooling fan not performing well, leaking injector then the problem with engine run on becomes a cumulative one, and is likely not due to one problem, but multiple. But again I suggest that you first determine if there is ignition spark to the plugs after the ignition switch is turned to the "off" position. Start there.
