Fuse #22 is power for the LH ECU and connects to pin # 35 on the ECU. The test you did on pin # 18 is inconclusive if you did it with the ECU connector disconnected. Pin 18 will only be hot when the main relay is closed and the ECU is what closes that relay so with the ECU disconnected pin 18 will have no power.
Pin testing the ECU is generally done with the cable connected to the ECU and is carried out by dismounting the ECU from the wall, peeling back the rubber boot on the connector and using a thin probe to insert into the various pins while the cable is still connected. They are numbered on that side with little tiny numbers.
