Dim View On My Alternator

My 90 900s does this curious thing on startup. The lights are dim (dash, headlights) the little red battery light stays on, and the volt gauge in the cig reads around 11.7. I rev the engine and the lights brighten, the voltage goes to 13.5+ and the red light goes out. Naturally this means the alternator isn't charging until I rev the engine, but I wonder why? Is it bad connections in the system, bad voltage regulator, old alternator, crazy Swedish gremlins?
