Brian,
if you have to rev it up in order to pull into the self-energizing state then it means that voltage on the VR input pin is under spec. This happens if alt (batt) indicator bulb in the instrument cluster is out of spec or alternator has a poor ground connection.
On the other hand, it can be of some mechanical nature like the VR brushes don't move freely or the working surfaces in the brushes-rotor joint are worn or dirty.
