That is not surprising the old 900 gauges did always read quite high and it was a common complaint that often was not an issue. Your gauge is linear and does rise exactly like the coolant temperature. Same as your fuel gauge can fluctuate alot on a drive if its getting the lower third and your going up and down some hills.
Most modern cars including Saabs have not had linear gauges for awhile. They use a bell curve for the reading that basically puts anything from sort of warm to almost overheating right in the middle. Just as the fuel gauges use dampening logic to not fluctuate quickly on a drive.
Being that your car is 1993 900s and should have the 2.1l naturally aspirated engine you should search the board for some different ideas on getting it to run as cool as possible. The 2.1 liter does have some history of running hot and having the occasional head gasket problem. You will want to stay on top of coolant flushes and maybe explore some options about different temperature thermostats and fan switches.
