I've never cut threads on the shock bolt but in general, they sell a special cutting oil or you can just use kerosene or probably furnace oil, maybe any light oil. You want to have a little light lubing going on while cutting.
You need to keep forward pressure on as you turn, and do a lot of backing up as you go, forward enough to make one new cut, then back a couple cuts worth, then forward again and cut a little more, then back. Don't force it.
When starting, if the shaft is too big the die just won't start, it will cut maybe once and then go around stripping off what you just cut. That can also happen from not enough pressure inwards as you go. But even if it's a little big from what's ideal you should be all right if you go slow.
Sanding on it won't be enough to remove any material. You might get things to start easier if it doesn't want to begin cutting, if you taper the start using a file. But don't unless it really doesn't fit. I'd just try it as is and see what happens. Remember you need to start off square to the post. It will sort of self square from the taper of the die so don't worry much. The first few threads will be the ones you're most worried about, as it goes it becomes easier and very reassuring feeling. Once you have a few threads cut you can stop on pushing inwards, the threads themselves will hold it.
Once you're done put the nut on to a reasonable tightness. You can't use whatever the recommended torque value is for that post since remember, now it's a smaller diameter.
