I've done the budget toe-in a number of times after front end work. Takes two yard sticks, measuring tape and another set of hands. Both parties hold a yard stick (that has straight edges) on the tire even with the lower edge of the rim. Take measurements at the front and back of the tires. Adjust tie rods until you get about 1/16" greater on the rear of the tire reading. I've done this and later taken it to a shop and they said the toe-in was within specs. The inner tie rod is a ball and socket. It is designed to spin and should do so quite easily. Takes a lot of force and a special wrench to remove it from the rack.
