I also do toe adjustments like Roger describes and with consistent good results but I made a tool from 3/4" conduit to make the job a little easier. However, your description makes me think that you have some problem other than just incorrect toe adjustment. Most likely a tire problem. Wandering (on flat smooth pavement with hands off the wheel) specifically in one direction isn't usually consistent with incorrect toe, a problem on one side of the car, caster, camber, tire issues, chassis issues, etc. are what causes that. Check that the axle nuts and lug nuts are tight and look for play in the ball joints, tie rod ends and wheel bearings.
