It's a tough call and depends mostly on your own attitude concerning your time and effort. Based on my experience rebuilding T37s and what you've told us about yours I can tell you that if you fix the current problems the unit will probably still not last much longer, emphasis on "probably". A few T37s can be coaxed to run a long time but most of the (virgin) T37s I was rebuilding wore out at right around 150,000 miles and on that basis yours is overdue.
Your symptoms don't belie a band slipping problem and tightening old bands in an old unit is as likely to cause problems as to cure them, so don't bother with that. The delayed 2-3 upshift might be cured by cleaning the governor but other things can cause that and if the governor is jamming due to fine metal filings circulating in the unit then the problem will soon recur.
For someone that has experience doing the work needed I'd say you have at least 6 hours there, maybe more. For a first timer you should probably budget a long weekend. You might want to give some thought to doing the 5 speed swap if this is a really nice car.
