Acceptable range of temperature gauge

I'm going to use a system of 1 being the bottom of the temperature gauge, to 10 being the red zone at the top. Normally here on the mild coast (60-75 degree days) my temperature gauge hovers right around 3:30 to 4 all of the time.
A couple of weeks ago I drove into central california, and the outside temperature was 100 degrees. My gauge went up to between 7 and 7:30. With my AC on, it was up to 8 or 8:30...close enough to the red that I was pretty nervous, but I had to have my AC on such a day!
My question is: is this normal? Or does it jumping up so high in hot weather indicate that I need a new radiator or something else?
