A common problem is that the heater valve O-rings get worn and the valve starts dripping coolant down on the drivers feet. That's the usual reason for a bypass like that. A broken nipple on the heater valve is the next reason for that kind of bypass.
Unfortunately, it seems like the only new heater valves are aftermarket.
Replacing it isn't a horrendously difficult task, but starting to do the replacement sometimes leads to an as-long-as-I'm-down-there set of repair tasks. (e.g., replacing the foam sealing around the heater core, replacing the brakelight switch, etc., etc.)
