Belts are new and are not loose as far as I can tell. My mechanic said that the radiator shouldn't be replaced unless it's leaking, and recommends replacing the thermostat. He said that the large difference in hose temperatures points to a thermostat malfunction. Thoughts on that? A friend says something similar and suspects air in the system or gunk build-up and need to flush the fluid. The previous owner said that turning on the AC to run both fans would help when running hot in traffic. He flushed the coolant 3 years ago, and replaced the thermostat many years ago with no noticeable impact on the car's tendency to run hot.
Today, I opened the bleeder per Cmyles' comment when the car was off/cold, and immediately got a steady stream of clean-looking fluid. The mechanic said that the coolant line should have purged on its own after driving for a while (unclear if he purged the line after replacing the coolant, after found empty on arrival).
My next step is to replace the thermostat and flush the coolant. I also ordered a radiator in case the car still runs hot.
