Why weld it? It's not lending any strength or structure, it simply give the decorative strip something to hold on it. I'd drill holes next to the broken hole and match it best I could when I re-installed it.
I recently had a top replaced and had to get the metal strip off of a parts car. The one on my old top was a crappy aftermarket piece that wasn't compatible with my new Haartz top.
