Yes I believe 5.5 PSI with the APC solenoid disconnected is what the bass boost is supposed to be set at. After you've done that hooking the APC solenoid back up you should have roughly 12 to 13 lb of boost if everything is up to Snuff. 93 octane NGK spark plug Bosch cap and rotor bougie cord spark plug wires. Of course the wastegate Rod could be rusted may need to be replaced with a new actuator. The wastegate could also be deteriorated on the inside and not holding the correct pressure. The turbo could have seen better days maybe on its way out as well. Make sure the timing is set to 16 to 17°. Best of luck have fun hopefully I covered everything I'm sure others will chime in.
