a compressor stall on the turobocharger when the throttle is closed. The bypass valve opens up an air passage between the discharge side of the compressor and the intake side when the intake manifold is pulling a vacuum. Without the bypass valve the turbocharger would slow down trying to pump air into the closed intake. The rapid increase in pressure in the closed tube puts extra stress on the compressor vanes and would cause a boost lag after every shift.
Now the wastegate does control the amount of boost available, which is probably what you are confusing the bypass valve with. The wastegate controls the turbine speed, and hence boost, by venting the exhaust gases around the turbine blades. A wastegate stuck open would give only base boost, while a wastegate stuck closed would give unrestrained boost (say 25-30 psi peak).
