A badly misadjusted transmission throttle cable can cause sloppy or harsh shifts. There should be slight amount of slack in the cable when the throttle is at idle. Check the hose as jj suggests, the hose applies boost pressure to the transmission pressure regulator to increase transmission pressure relative to boost. Are you sure they changed the transmission, it is not very common to have a problem like this in one transmission let alone two. Do not apply much trottle during the 2-3 shift to prevent frying of the clutches.
