I can't help on whether they should oscillate like you describe, but I did notice a reduction in vibration and shifter movement when I replaced my motor mounts, neither of which was obviously bad - no leaks or rips, passed the pry test too.
Don't forget about the mount on the transmission - I know mine is bad and is probably the cause of the pulling to one side my car exhibits on acceleration and at highway speeds. I'm sure that it is a contributor to shifter movement too.
