I am now out $155 for a new APC solenoid and no closer to solving my problem of being stuck in base boost. The old solenoid was definitely faulty - there was a short circuit between two of the terminals rather than the 3ohms as specified (and as on the new one). However the new one made no difference - so I guess there is an additional problem somewhere.

I have replaced some vacuum lines. I also tried removing the "W" hose from the APC solenoid and drove around a bit (very carefully) - plenty of boost - easily into the red.

What is my next step??

Oh, it's a 95 9000CSE.
