A bad heater core doesn't show up as the car running cool - a bad heater core shows up as a coolant smell in the cabin.
What you have is the classic sign of a thermostat stuck open. The thermostat is open all the time, so the engine flow is continuous out through the radiator. This keeps the engine cold.
Thermostats should be replaced every two-three years, as they are moving parts that wear out. Replace it ONLY with a Saab OEM thermostat - don't go aftermarket. Some aftermarket ones work, some don't, but this isn't a job you want to do twice.
