They are only able to boost whatever signal is actually picked up by the antenna, and should only need to be used to "pre-amplify" to make up for signal loss in a long cable. If you have noise in the radio, chances are the amp could make it worse. It is best to eliminate the source of the noise. Look at the condition of the antenna and just as important, the antenna ground. The car is actually half the antenna. Check the condition (hard to do, I know) of the antenna wire. look for cuts or nicks where water could enter. Look for nicks or crushing that could let noise in. Make sure the radio has a good ground also. Is it alternator whine or ignition snap and pop? If so Its best to illiminate the source of the noise, not try to hide it. But noise and weak reception (ie need to be close to the station) would really point more towards an atenna or coax wire problem. One note; most of the SAAB's I've worked on had a capacitor in the antenna wire so you cannot use an ohmmeter to check end to end, but you can check for shorts, just do it at each end.
