Well, if they say the ABS pump is running continuously, that's something you should be able to check yourself. Open the hood, start the engine, and listen. The pump has a noticeable hum or buzz. You can always pull the ABS pump fuse to make it stop, if you want to hear the difference.
If the ABS pump is running continuously, after about 2 minutes of continuous running, it would overheat and shut itself down. Not a good situation.
If the pump is indeed running too much, have the mechanic focus on why. There is a pressure switch in the system to close the relay, and the relay drives the pump. If the switch were stuck closed, or the relay stuck, the pump would always run. The relay can be checked without having to go through the cost of replacing it - Remove the relay, and use an ohmmeter to check across the contacts. If they're stuck closed, they'll be stuck closed even after you remove the relay. If the relay seems to work, Use a voltmeter to see if the relay is being commanded ON by the switch.
Unfortunately, it's not a simple matter to see if the pressure switch is stuck ON. It comes ON when the ABS pressure gets low. Unless the shop has a way to measure the ABS pressure, you don't know if the switch is stuck ON, or the pressure is really low.
But make sure the technicians actually troubleshoot the problem, not just swap parts. I have no way to insure that then to ride them, and not authorize part replacement unless they can explain why. A relay is a simple component that costs about $75. That's about an hour's worth of labor. They can use a meter to check the relay in about 3 minutes. Don't accept replacing parts as a substitute for troubleshooting.
