I spoke with a Prestone rep who stated that the phosphate-free requirement is not necessary in this country. It has something to do with water additives in Europe, if I recall, but regular coolant is fine for a 9K. I've owned five Saabs and used primarily Prestone--most recently the orange, long-life variety--and never had a problem. My '91 went 124k with Prestone and Bar's Leaks and I had no cooling-system problems at all. No problems with my '86 either for 100k+, except a water pump replacement just before selling it.
A couple of years ago I researched this issue and could find no evidence that phosphate-free coolant was required or even preferred for Saabs or any other car. FWIW, my '95's owner's manual simply says to use Saab brand coolant, with no caveats about phosphate-free being required.
