Let me share my similar experience with my 97CS at 19,000miles. The B234 engine valve cover was leaking oil and I thought the gasket was no good. Even though the car was under warranty, I did not trust my local dealer, so I decided to buy the gaskets myself since it was very inexpensive and a simple job.
After opening the valve cover and discovering the valve cover bolts were only HAND-TIGHT, I decided to check the cylinder head bolts according to the service manual. To my complete dismay, I discovered the bolts were torqued only to around 44lb-ft without the extra 90 degree turn. I think the initial service dealer never opened the valve cover and retorqued the cylinder head bolts as required in the official SAAB service manual. After I retorqued the cylinder head bolts, the car has been fine since. I was very glad I caught it early, before the bolts loosened further to cause damage. This repair alone paid for my official SAAB service manual.
The service manual procedure for 1994-1998 is as follows for RETORQUE (not for new gasket jobs):
Loosen each bolt and tighten to 30lb-ft in sequence shown below, then tighten again to 44lb-ft in sequence, then finally tighten each bolt a further 90 degrees in sequence.
Tightening sequence (facing the engine with the hood open):
8 4 1 5 9
7 3 2 6 10
