When I retorqued the cylinder head bolts, the engine was completely cold after parking overnight. Even though this was not specified in the manual, I think this is the best for the engine block.
If you are not sure if the bolts have already been retorqued once already, to be safe and to prevent breaking already stretched bolts, replace the old bolts with new ones from Saab. I did not replace the bolts because it appeared the bolts weren't even tightened in the first place.
I used Torx E16 socket attached to a 1/2" drive 24" breaker bar for the 90 degree turn. Warning, it takes A LOT OF FORCE. I can see the breaker bar bending. So be prepared with the right tools before you attack this repair. As I posted earlier, the procedure applies to 94-98 9000s.
