The fuel rail is under pressure, and when the fuel injectors open and close, they send pressure waves down the fuel rail, making noise. At the end of the fuel rail there is a device called the fuel damper. Its job in life is to act as a little shock absorber for those fuel pulses. It's just like those water hammer arrestors plumbers put in to keep the water pipes from rattling.
If the fuel damper is shot, it won't dampen the pulses, and you'll hear the noise. The solution is to replace the damper. In some cars, even with a good damper they're still noisy, so Saab put out a service bulletin to dealers on how to install TWO dampers for those special cases.
For you, I would first replace the damper and see if that fixes the problem. If not, think about installing a second damper per the bulletin. But if the car used to be quiet, I would assume just replacing the bad damper would fix the noise.
