Most radios have an output wire that commands the antenna motor. I think your first impression is right - the Car Toys folks didn't hook up the antenna line. Maybe they actually spent the energy to think about it, and maybe they just didn't do it. Or, they hooked the wire up to the wrong place, and had no way to test it. No matter, I expect they hooked it up wrong.
Respectfully ask that the fine folks at Car Toys finish the job properly.
