I just had the same problem on my '98 CSET. It was still under warranty in Jan. when I took it in to reap the benefits of the Saab factory warranty. They couldn't find the problem and attributed it to my windshield being replaced (before I had purchased the car). Well, I had to bring the car back 2 more times before they finally agreed that it was the blower motor on its way out, after replacing the ACC actuator (they thought it might have been that). Out of goodwill, they still honored my warranty even though I just went beyond the 50K limit.

My sound was like a whistling noise that would occur when the blower was on a very low fan-speed setting. I could hear it coming from the driver's side top dash. I could also hear it coming from inside the engine where the blower is (against the firewall). It would come and go, but was extremely annoying to listen to. I could make it happen by setting the ACC to on, putting the temp at 76 degrees, then when the cabin temp stabilized, set the temp to 74 or 72 so that the fan would kick on. The engine had to be running and in DRIVE (for some reason it wouldn't happen when the car was in PARK). Sometimes, after I would turn the car off, I could hear it whistle and sqeak since the fan would be turning slowly to a stop. Since they replaced the motor, I have not had a problem with the noise.
