Pin 1 should be energized by the ignition switch relay. On the other side of the fuse, the cruise control and the mirror adjust switch share a common point so if the mirrors are working, the open is between the fuse and the relay. The wiring diagram for the '90 definitely states that the wire is brown.
Your logic with the switches is sound. SAABs, like most european cars, use a ground through the relay/switch logic, and this agrees with the diagram that the switches connect serially to pin 3 and ground.
I would disconnect the wire at pin 1 and jump power from a suitable nearby location directly to it. Then road test the result.
