I have a '96 AERO that had this problem when I bought the car. I found that the "tee" at the windshield washer resevoir has a brass flow restrictor in the main stem (or base) of the tee. The SAAB dealership did not have the exact replacement tee in stock according to the P/N. I bought one for the windshield outlet on the driver's side under the hood and pressed in the restrictor (you can press in in by hand). Interestingly, the one with the restrictor actually was listed as a cheaper part than the one I bought, but I had the fender well off and for a few extra bucks did not want to wait for an order.
While you are in there, it is a very good idea to change the "ell" valve as well. It is the same as the one for the passenger side outlet on the hood.
As a diagnostic, I disassembled the old one. There is a rubber/plastic diaphram inside that was dissolved away. Parts of it were actually sealing the small orifice in the flow restrictor and had to be removed with a paper clip.
