An important point - it's not a TCS Kill switch - it's a TCS OFF switch.
The TCS OFF switch simply turns off the TCS function. Press it once for off, press again for on. Every time you start the car, the TCS defaults to ON. With TCS OFF, you can spin the tires.
The TCS OFF switch DOES NOT prevent a fault in the TCS from causing a Limp Home mode condition. TCS equipped cars are essentially throttle-by-wire, and that doesn't go away with the OFF switch. So if you're having, or fear having, going limp issues, the OFF switch won't help.
As to illegal, that's bull. Saab sells the kit, part number: 85-49-214 (contains wire harness, cable ties, tap on connectors). In the case of '93 and '94 year cars, the ECM (Engine Control Module) can stay; on '92, you need the ECM from a '93 or '94.
All the switch does is connect into a pin on the ECM. The software is already there for OFF. This switch became standard on the '95.
The kit probably runs about $75 - it's just a lousy lighted push-on, push-off switch, some wire, a pin, and cable ties. Expect about an hour of labor, just because nobody charges less than an hour, and it does require crawling around in the foot-well.
