Hi, Just finished a week ago doing those bolts. Here is what I did and it took less then 2 hrs to get them out.
Take nut off, 18mm. With a rotary tool, ex. dremel, with a large cutting disc cut the bolt head off. Have about 5-10 on hand and don't use the small cutting discs, they break way too easy.
Pry the sway bar off the bushing. Now cut the bolt close to the shock mounting with the rotary tool. Because the rubber bushing is in the way as you get further down on your cut use a chisel to break the bolt or cut the rubber bushing away to allow the rotary tool more depth.
Place a larger washer over the end of the shock bolt where the nut was, then add a larger nut to act as a spacer. Place the original shock bolt nut back on and crank it on with a wrench. You should start to pull the bolt shaft through the shock mount as you tighten. Another large nut to act as a spacer will need to be added. Then crank on the bolt again. The bolt shaft should come free. I tried punching out the shaft with a drift, but couldn't get enough force on the drift with the hammer.
