Overheating in Traffic???

I have '92T and I've noticed that everytime I stop at a light or at idle the termperature in my car goes up drastically. It's usually at a 10:30-11 position, very close to the red, is this normal? I don't see how it could be. Is everyone else the same way? Once it gets in that position that fan clicks on but doesn't do much. Until I drive off and the air comes in, the temp. remains high. Is there a solution to this problem?
