Friends, Saabers, Netizens, lend me your knowledge-bases... (Shakespeare after a ride with Bill & Ted)

My 91 9kT has a right-rear caliper who's become unhappy when the hand-brake's applied. The first time was at -20 this winter, so I dismissed it as potentially temperature-related. A couple of whacks on the rim and it popped free. (Steel rims for the Blizzaks, fear not.)

Now things are REALLY bad: to release the little cable-actuated lever requires whipping up a loop of mechanics' wire big enough to get both hands and pull like crazy.

Ok, ok, ok I need a new caliper. But not THIS month... What about new pads? If the piston is hitting the rim of rust 'n dirt in an untrammeled region of its stroke, perhaps new pads will buy me some safe function for a brief while?

Again, I know: I need a rebuilt caliper. There's no denying that. What I want to know from you wise folks is am I proposing a safe and efficient alternative for a short while? (Say 1-2 months of city driving? Chicago, and I commute in traffic, so stop-n-go all the time.)
