Assuming you have sufficent coolant, the thermostat may be sticking open, or have been replaced with a cooler (82C) thermostat.
As long as you're getting the temp needle up into the normal(ish) range, you aren't damaging the car. Yes, if the car is running a little cooler than 'optimal', fuel mileage may be ever so slightly less, and a few other minor impacts. Frankly, since Saab engines tend to run hot, a little cool is refreshing. Low temperature will mean less heat in the winter, but I've run an 82C thermostat all winter and was quite toasty (I live in Connecticut, and it gets cold - not northern Minnesota cold, but cold).
If the needle is barely getting off the peg, that's too cold. That would be the sign of a stuck thermostat. Ask the dealer if he changed the thermostat.
