I've repaired the heating elements at least 10 or 12 times over the years (more than one car!), but have only had to fix the controller once - a dirty connection.
Check the FAQs, or Quasi's site for his procedure on Seat Heater Troubleshooting, or the Townsend site. You'll slide the seat forward, unplug the connector under the seat, and measure RESISTANCE on the seat side to tell if the heating element has opened. If so (most common), you peel back the seat cover and re-solder heating element wire. The most common place for a break is the outside front, because that takes the most abuse getting in and out.
