Don't know about Canadian models, but my US 91 9kT happily lit up at both ends when I installed a DRL relay on the panel above the fuses (take out the dash to access it.) Possibly a previous owner installed such a relay in your car?
Actually, its being on at both ends has probably saved me from tickets or some worse peril; I find it very easy to drive off at night without using the light switch on the dash (after all, I can see where I'm going, so...) Happily, the taillights are also on pending the moment when I try flipping on my high beams and realizing that I haven't touched the switch. Driving around after dark with no taillights is not something I want to do.
I'd suggest that it's wise to leave it as it is. (And, yes, the dash switch has absolutely no effect on anything other than cutting out the high-beam circuit.)
