With few exceptions, a defective turbo will not cause any unusual smell. If it's leaking oil internally, you might get smoke from the exhaust with an associated smell, but that's about it.

Most problems that turbos experience (cracked exhaust housings, bearing problems) will cause a loss of performace, and low/delayed boost (boost is what the "turbo" gauge on the dash shows). Problems like these, while annoying, don't necessarily mandate replacing the turbo - you can still drive the car, it just won't perform as well. This is a good thing since "disconnecting" the turbo really isn't practical.

If you can tell us more about the smell and any other symptoms, and the year & model of the car, perhaps we can offer some additional help...
