By retarding the timing, you are reducing the torque and power output. Depending on how much you retard the timing, this could be a rather large difference. In my car, advancing the timing four degrees gave me the same power and torque as having boost 4 psi higher. Also, advancing the timing gives you much better low end response, and can reduce spool up time for the {large} turbo.
In my experience, it's best to get timing where you want it (either at 16 degrees BTDC at idle, or 18-22 if you have a modified distributor advance/retard unit). Then, adjust boost so you aren't getting detonation, as indicated by the APC cutting back boost once it hits the max value.
3.0 bar should be enough for you to run just into the red (12 psi) without incident, as long as you use 92 and up octane fuel, without having to change timing from stock.
