new AC compressor follow-up and too much charge?

I installed the new AC compressor (which came without the charging ports), and followed the suggestions from here to switch the back plate with my old compressor. That appears to work fine, thanks.
However, when I got it back from the shop (evac and recharge), it didn't cool much, not nearly enough to keep just 1 person comfortable and much less than I remember. After being on for a while, the compressor just seems to cycle on and off every second. The shop had said it worked fine, no leaks etc. Then I saw they had added 48 oz of R-134a, where the bulletin I got through Townsend says to add 33. Could this be my problem? Could too much refrigerant lead to insufficient cooling? Would high pressures cause the compressor to start and stop constantly?
I'm taking the car back to the shop, but want to be informed when I talk to them. Thanks for any help -- Erwin
