If charging by weight, 2 pounds is about right. 3 pounds is way to much. An overcharge will act just like an undercharge in terms of cooling. The rapid cycling could well be that you are hitting the high pressure cut out switch.
There are 2 ways to resolve it. They can evacuate the whole thing and added 2 pounds back in, or reduce the charge to a correct pressure. I use a high side pressure of 2.8 times the ambient temperature right in front of the car. For instance, on an 80 degree day, expect a high side pressure (1,500 rpms) of about 225 psi. Low side would be 25-30.
Either way, I would stand right there and watch them. Good luck.
