Also, there is no "fuel-saving" mode, so you do have a fault. If it is as sudden as this and the fault is now constant, the first thing to check would be the APC fuse. The second thing to check is that the wastegate actuator rod has not fallen off the wastegate lever on the turbo. This happened on my '96 Aero when the retaining clip fell off. I think the clip may be different on the CSE (a circlip rather than the "R" clip on the Aero), but it's worth investigating and cheap to fix.
If the dump valve had failed catastrophically, I would expect that you would find the car wanting to stall when coming to a stop. If it were bad enough to give practically no boost, I would think that you would hear the boost escaping. If it turns out to be this valve, don't worry - it is not expensive and is easy to fit.
Another possibility, while I think of it, is a hose blown off. People often report a loud "pop" or "bang" when this happens (like popping a balloon), but it's possible that it didn't draw attention to itself or that something else was going on that caused you not to notice. This would most likely happen at full boost. Check around the engine compartment for hoses disconnected - most likely one of the big ones: turbo-to-intercooler, intercooler-to-the-metal-pipe-that-goes-to-the-throttle-body, metal-pipe-to throttle-body. If this happened, all the boost would leak away. You'll also be consuming unfiltered air, so fix it as soon as possible. It should be quite easy to reconnect the hose, unless a hose has actually split.
Catastrophic turbo failure is almost unknown in these cars. You would usually get some warning like loud whining or lots of smoke for tens of thousands of miles before the turbo would actually fail. Having said that, the majority of 9000 turbos never show these symptoms and never fail.
