How are you measuring the voltage: cars display: How accurate is it.
Any output above 12.6 will charge the battery. Nominal alternator (which includes voltage regulator rectifier) is 13.x-14.4. Get a DVM (digital voltmeter). Before starting the car, check the voltage: should be 12.6 Start the car and bring the RPM above 1200. Check the voltage-should be 13.5-14.4 If you have something else only then worry about it. It has been like this for about 30 years since the switch from generators.
