There are several plastic channels glued to the panel and corresponding buttons screwed to the trunk lid. after removing all the screws from around the license plate and wherever else you can find them, slide the panel to the side and it will come right off.

Now, for goodness sake don't destroy the panel. I sandblasted the old paint off the inside. Then I removed a lens from the adjacent tail-light and bought small touch-up cans of paint which matched as well as possible. I painted the backside of the panel, re-glued the channels with silicone, and it looks like new.
