If yes then trouble is in wiring to lamps, if missing power on a single or both high beam fuses look first in wide relay as there have been cold solder joints found where the relays have heavier mass terminals and weren't soldered well. Also in what is called control relay is actually the pictogram sensing module. Current must pass thru it on the way to the fuses to the lamps. Examine for cold solder joints where base meets the circuit board. Usually a couple need old solder sucked up and cleanly resoldered. Lots o' past posts on that. Yell out if you find that those spots are good.
