If you're still not sure whether it's the BPC solenoid or the wastegate, you could try unplugging the connector on the BPC. If you still get overboost then it must be the wastegate/actuator sticking occasionally (or an intermittent leak on the pressure side of the actuator? - sounds unlikely).
