My stock downpipe finally gave up the ghost, think it was about 220k miles. It got really bad so that my car was extremely loud just cruising around a parking lot, turbo spool up time was incredibly slow, but turbo whistle incredibly loud. :)
I doubt it would be cheaper to get a new downpipe, unless your welder would charge $150 (cost of a new OE downpipe). Especially if it can be welded on the car, that would definitely be the cheapest way to go.
For what it's worth though, the replacement downpipe I had put on my car was bad within about 7 months from installation, had a nice little crack in it. The shop sent it back to the manufacturer as a warranty issue, I think, and stuck an Abbott downpipe on instead. :)
If you have the money, I would highly recommend not replacing it with stock, and going to a place that can do a custom downpipe for you. Although, I think the 2.3lT's have a less restrictive downpipe than my '87 did, and the stock Aero does have more power than my car anyhow..
