I have a spotty downpipe as well and I've looked at a new one .. but the "new" ones are longer Aluminzed, just plain steel, hardly an 'improvement' and the two Used ones I've examined/considered look to be about 3k miles away from the same condition as mine. Welding IS a real opyion.. but to do a worthwhile/durable job of it the Downpipe should come out of the car but the rusty Turbo bolts are a risky removal if one doesn't have a torch to apply heat to them and traditionally on these cars the Catalytic mounting flange has deteriorated into a lump of rust, which will require serious intervention to remount the cat to the downpipe.
The real repair is new bits.. at some cost tho ..in all substantially more involved than first appears.
