Phil's right about getting the car moving below 3000 rpm. there are really two ways you can do it, get a significantly smaller turbo (expensive), or adjust the timing. Now, if you advance the timing 2-4 degrees, you will need a MSD BTM (expensive), or a modified distributor advance/retard unit (cheap to moderate depending where you get it). This will retain stock timing retard under boost, so you don't get detonation.
It REALLY helps off the line to advance the timing, well actually it helps everywhere... advancing the timing gives you significantly more torque at the low end.
I agree with what Phil says on the exhaust. I kept the middle resonator in my car, just because it came with the Abbott system, but no doubt could have easily gone without.
As for the boost controller, stick with the Saab APC first and tweak it a little bit, see how that grabs ya. If you still want more, you can buy APC's that have been 'professionally' modified to do generally more than you could do yourself. Beyond that, I don't know about aftermarket boost controllers.
