I can't imagine how reducing wheel diameter alone, all other factors being equal, would affect ride noticeably. Maybe someone could explain this to me, but it seems that with an identical tire and aspect ratio, ride would be identical or very similar. The only factor I could think of that would affect ride would be unsprung weight, which would be slightly less with the smaller wheel/tire combo.
